Its aim is to help you plan how you will evaluate the outcomes and cost-effectiveness of your project rigorously, and hence help to build the growing evidence base about what works in concordance and what doesn't. The toolkit outlines the different variables you can measure, the pros and cons of assessing each variable, and the best ways to measure them.
